Absolutely I hear a hum. Not all the time and not everywhere but in some places it's very noticeable at night. To me it sounds like an idling jet engine. I thought it might have been industrial sounds as well but I'm sure I have heard it in places where there is little of that sort of thing. HAARP?

Regarding HAARP: I saw a reference to the Alaskan auroral research program in one of the articles I browsed and my first instinct was to think that maybe that was a bit far-fetched. But maybe it's a possibility.
